CPDA Strategic Plan

Our
Priorities

Building a stronger, connected, and inclusive region — together. These eight priorities guide everything CPDA works on: from housing and transportation to economic growth and cultural vitality across East-Central Saskatchewan.

Why These Priorities

Shaped by
Our Communities

CPDA's eight strategic priorities emerged directly from conversations with member communities, residents, and regional stakeholders. They represent the most pressing challenges and the greatest shared opportunities across East-Central Saskatchewan.

Each priority is supported by a sub-committee of community leaders working collaboratively to develop practical, regionally coordinated solutions — moving faster together than any single community could alone.

2025 – 2026 Focus
01
Housing

Affordable Housing Strategy

Developing a coordinated regional housing plan to address shortages, attract new residents, and ensure every community in the CPDA area has access to quality, affordable housing options for families, seniors, and workers.

02
Services

Better Access to Services

Improving regional access to essential services — including healthcare, childcare, legal, and social support — by coordinating shared resources and advocating for equitable service delivery across all communities regardless of size.

03
Transport

Transport Connectivity

Building reliable transportation links between CPDA communities so residents can access employment, education, and services. A connected region is a stronger region — reducing isolation and opening economic opportunities for everyone.

04
Identity

Regional Branding

Creating a unified identity for East-Central Saskatchewan that tells our region's story with pride. A strong regional brand supports tourism, talent attraction, and investment by projecting a clear, compelling image to the rest of Canada and beyond.

05
Economy

Investment Attraction

Positioning the CPDA region as an attractive destination for business investment and economic development. By speaking with one regional voice, we can market our advantages — workforce, land, infrastructure, and quality of life — far more effectively.

06
Infrastructure

Joint RFPs for Infrastructure

Pooling procurement power across member communities to issue joint Requests for Proposals on shared infrastructure needs. Collective purchasing reduces costs, improves outcomes, and makes our communities more competitive in attracting contractors and project funding.
